There's an embedded video in that link showing what the ATC would have been seeing. Two aircraft on bearings that could lead to a collision, and the system marking them in red CA (Collision Avoidance) should have told the ATC to do something other than nothing.

You learn in naval navigation that a constant bearing and decreasing range to something means a likely collision in ship handling. Same thing in aircraft I'd think.
 
I doubt gender had anything to do with it. Female military pilots kick ass. Maybe everybody calm down and let this sort itself out before slinging mud and pointing fingers.
