Dozens of countries have had a government plan for 30 or 40 or 50 years and the life expectancy in those countries are just as high if not higher than in the US so either they have sufficient doctors or your imagined shortage of doctors hasn't made any impact.

Neither. I think he meant either people will forgo proper medical attention or go bankrupt trying to get it. In a sense that would morally bankrupt the country considering almost every industrialized nation has a medical plan.

The country cannot become 'morally' bankrupt by individual self-determined decisions on issues such as healthcare.

Over 60% of all bankruptcies in the United States in 2007 were driven by medical incidents. In an article published in the August 2009 issue of the American Journal of Medicine, the results of the first-ever national random-sample survey of bankruptcy filers shows that illnesses and medical bills contribute to a large and increasing share of bankruptcies. The share of bankruptcies attributable to medical problems rose by 50% between 2001 and 2007.
Because almost all insurance is linked to employment, a medical event can trigger loss of coverage. Nationally, a quarter of firms cancel coverage immediately when an employee suffers a disabling illness; another quarter does so within a year. If watching a person with a disabling illness lose everything it took them decades to acquire until they finally declare bankruptcy is not morally corrupt then it's obvious we have different definitions of morality.
It's not surprising to me at all. You should hear what the doctors are saying in my area. They are livid.
How can it be understood any other way? If the government isn't currently paying for something how can the government go bankrupt NOT paying for it?
