I have heard the air traffic control upgrade compared to the finding a new computer system for the IRS....many tens of billions spent over decades....the mission is never accomplished.

My uncle was one back then. He didn’t strike and went back to work. He wasn’t fired. He’s dead now like most of the other ones from that time.
BTW Reagan died too.
