Yes, many black people tend to blame their problems on whites and the rest of society in general.
I don't agree with Biden on everything, but I realize that politics requires making appeals to voting blocs.
Trump does it with the low educated and the Bible loonies.
Biden needs black turnout to get reelected and prevent that treasonous, criminal thug Trump from regaining power and making a mockery of everything this nation was founded upon. So if Biden is making conciliatory comments to get black voters to the polls in November, I give him a pass even though I may disagree with the content of some or all of those comments.
Any faults Biden may have, he is still a million times better for the future of this country than Trump and the sickness he's fostered within in the Republican Party.
