Major cultural centers,...you mean like San Fran, New York and Boston where shitting on the public sidewalks is not only accepted but encouraged? Some culture you have there. I guess its alright if you are a rat or some other type of vermin maybe. But for actual evolved HUMANS those kinds of cultures are to be strictly avoided.
