No, he doesn't. Biden is the duly elected president of the USA. If he chooses to stand on a stage with an illiterate fat fuck who can't form a single sentence in the English language, then Biden will pick the time, location, and format.

Dim witted TV viewers like to watch how the candidates react to one another,

It's the positions that matter.
Democrats and Republicans already know what they want, and they clearly want very different things.
As for independents, I've spent a lifetime not understanding what they want.

Even if he shows up trump won't debate in the usual sense of the word. He'll deny, denigrate, deprecate, defame, dehumanize, deflect, deceive and a whole lot more words that start with de-. But he won't debate.
