Presidents aren't necessarily elected by being "taken seriously". Donald Trump, for example, was elected because enough voters fell for his loud mouth personality. Once in the White House he hadn't a clue what do in the serious business of running the government so he passed that off to people under him and focused his attention on how to present himself in front of television cameras.
