It means exactly what it says. Your insistence on translating it to "the FIRST CLEAN NEGRO" doesn't reflect on Biden, although this quote that you and the cult have pulverized into the ground for years was a bad move on his part.

Your team has an OLD dementia patient that did a lousy job as a candidate he is hemorrhaging his base all over the place.
And your party has an even more demented, fat patient that did a lousy job as POTUS and got fired for it and he is hemorrhaging independants and traditional republican votes all over the place.
While Biden gets 90+% of all primary votes, even if the people have to write him in, Trump is around 50% of the primaries with growing parts of those primary voters saying that if all other GOP primary candidates drop out and Trump is the nominee, they will vote Biden. OUCH.

It 'means' he was very typical of a lot of white america, especially white male america, who grew up prior to the 60's and had very few real interactions with minorities.
Do you think anyone should be shocked an old white guy held ignorant views, even if he meant no malice? Smart people who understand the history of that time are not.
What matters is not that a sentiment like that was widely held, especially amongst white males, but rather can the people change over time, with knowledge and exposure.
Biden proved he could, unlike Trump and the Magat base who are still stuck in the 60's and before and wanting to turn back the clock (MAGA) so that it considered appropriate to be racist and hateful again.
