Maybe you should read the entire usage. It might help you understand it better.

They should be jailed then later deported all the way to Venezuela and if they return they should be jailed a minimum of 15 years then deported again.

They should be immediately removed from this country, one way of another. Why pay to house (jail) feed and medicate them?
