They aren't counted when they are received? I doubt they are all counted (remarkably for Biden) in the last (Pacific) hour, dickhead. Especially in the Eastern time zone. Talk about stupid.

Some wait until all the polls close to even start counting.
Some count them when received, but don’t release results until after the polls close.
Some are processed before election day, but not counted until election day.
