All of the images I have seen over the years of HAMAS terrorists show brown-skinned, black-haired, dark brown eyed individuals with what I would call Arabic facial features. Facial features/bone structure/innate physiognomy, will naturally vary significantly from individual to individual, but Yassar Arafat looked like an Arab to me, and so did Sadam Hussein. The Saudi Royals also LOOK like Arabs to me - do you get what I mean ?
Where you have a group of Arabs who are Islamists (i.e. Muslims) let's use the GAZA STRIP as an example, where there are over 2.5 million Arabs living together within the borders of a relatively small length of terrain. Muslims sacred Scripture includes the Koran, Sharia Law, and certain writings of Mohammad (the Prophet) Islam is not a religion of peace as Obama said. Anyone who knows anything about the Koran and Sharia law, etc will tell you it is, in fact, a violent religion that uses "the sword" to spread its word through Jihad (Holy war). There are many other brutal, violent aspects of Islam as well.
If you were able to measure the IQ of every individual HAMAS terrorist PLUS all of the non-HAMAS population of the GAZA STRIP and then calculate the average IQ, you would find it was surprisingly LOW compared to the average IQ of a Western, Anglo-sphere nation like England or Australia or the US. For the later the average IQ is pretty close to 100 points. In the example of the GAZA STRIP I have used, the average IQ would almost certainly be below 70 points. That is too low to establish a civilised society. It is too low to enable a liberal, democratic (for example, republican) to function successfully.
When you mix low IQ with a religion that commands men to "live by the sword", the result is what happened in Israel last Saturday: i.e. civilians male and female (infants, children, teenagers, adults, the elderly were murdered in cold blood - executed. Some by gunshot, some burned alive, some by decapitation (this I hear was the fate of many infants); women raped in the streets; the naked bodies of murdered women paraded (dragged/spat on) to terrify/horrify other Israeli civilians. This is the same kind of behaviour that ISIS (Arab) terrorists engaged in: rape; imprisoning young women for use as sex slaves, the torture/ execution of captured civilians by the most cruel and brutal methods.
Finally, South Africa proves what I say. In 1994, when Nelson Mandela was elected President in a democratic election. Liberals in the West were overcome and wept tears of joy - even rapture. For finally, finally the evil empire of the tyrannical White Afrikaner minority had been toppled. "Apartheid" had been consigned to the dust bin of history - Hallelulia, brother, Hallilulia!!
So, now you have a nation - the Democratic Republic of South Africa - with a population of around 50 million, 80% of this population are Black (Negro), and the average IQ of the Black (negro) population of South Africa is somewhere in the upper 60s at best (The average national IQ of South Africa is known to be about 68 points, but that includes a number of different races including 8% White/European and 6% Asians and so on).
From the time that Nelson Mandela was elected as President, South Africa began to unravel. For quite a few years it lived off the fumes of the White Afrikaners achievement, but when that ran out South Africa fell into a terminal tail-spin that became worse with every year. Today, in 2023, the Democratic Republic of South Africa is viewed by many of the political commentariat in the West as having failed to the status of a "FAILED STATE" That basically means it fucked. In 2023 South Africa has the second biggest murder and rape rate in the world, its POWER-grid is only able to provide electricity to the country for about 10 hours/day; unemployment is through the roof; 50% of the nation live below the official poverty line; state transportation system (e.g. rail) are fucked; the supply of potable water is very sketchy; violent and property crime is endemic; there is a serious problem with HIV infection (some of the virus being spread by a large prostitution "industry" South Africa is not a civilised nation today; rather it is an extremely dangerous, desperate and chaotic place to be, unless you are wealthy enough to be able to wall yourself and family off from all of the shit that is going on, and buy your own: security, energy, transport and so on
South Africa is a cautionary tale. The lesson is that if you have a nation that has an average IQ of below 70 (68 in the case of SA) then it will not be able to govern itself FULL STOP. It will not be able to establish what is called a CIVILISED SOCIETY. It will need to be supervised managed, probably by a White Western Government, as was the case with "Apartheid" However, "Apartheid" was a racist doctrine and was consequently for too brutal and disrespectful of fundamental human rights. What I have in mind for a nation ( a "failed state") like South Africa would be a "firm but fair" paternalism.
By "paternalism", I mean that the people of South Africa today, would need accept that the experiment with self-government that began in 1994 has totally failed. They would then be asked, "Are you willing to have an expert, "tried-and-tested" "governing authority" imported from outside of South Africa that would almost certainly get you economy on track again and greatly help you to re-civilise your society. The members of the governing authority would likely be Westerners (and White Westerners at that !); however, they would be men and women who have many years of high-level experience working in Western governments in the USA, UK, Australia, France, and the like.
The deal would be that SOME (as few as possible) of your FREEDOMS and RESPONSIBILITIES would be restricted by the new "governing authority". BUT this would only be done in order to promote the best interests of the overwhelming majority of the people in the long-term. BTW: the "governing authority" would have a zero-tolerance policy respecting racial discrimination, and would not violate any fundamental civil rights of the people - as was the case under Apartheid
You may reject this offer - that is up to you. However, should you reject this arrangement, make sure you are fully aware that the West is not willing to continue paying trillions of dollars each year in aid on an indefinite basis.

I would say indoctrination (parents, school, attendance at Mosques) from early childhood. "White Russians"/White Slavic peoples, by the way, are not genetically the same as White North-Western European descended Germanic peoples like: White Americans, White Australians, native Englishmen, native Germans, native Scandinavians, etc.
