The first link is a report of Washington lottery funding, which includes funding the 'Washington Opportunity Pathways' fund.
The second link is the RCW that describes what this fund includes. Funding for colleges is part of that funding.

Yes, 'scholarships' are part of that funding, which also funds colleges, but also direct payments are made to colleges themselves from this fund.

The Washington State lottery funds mostly itself, like any State lottery. What doesn't go to the lottery commission goes to this 'Pathways' funding as well as the general fund. That's funding colleges, dude.
