Blame everyone and everything but black culture
Pointing out that there is no single "black culture" that causes this pretty much negates this argument. Yes, the issue is cultural, but this assumption that it is somehow related solely to skin color is where it falls apart. Same skin color dropped into the Appalachian Mountains and the issue resolves, is this because they suddenly aren't black? That isn't "black" culture, it is inner city culture. Especially so when the whites get into the mix and play the same tune on the same instruments when they are raised in the inner cities.
The culture is not a sign of how "blacks" act, it is the sign of how the inner city has affected those who live there. Oddly, those who are "sick and tired of being sick and tired" never seem to get sick and tired of voting for the people that brought them to this condition.
