A grand jury does not lay out facts of a case, the prosecution does that, all a grand jury does is decide if there is enough evidence to warrant a trial.

That's their whole job.

And they are just normal citizens, in fact the defense isn't even allowed to present their side of the story to them, they aren't even allowed in the courtroom.
