The real question is are they a significant source of actual voter fraud, and after numerous state and federal elections that included them there is no evidence that they are. Any significant numbers of fraudulent mail in ballots would inevitably run up against ballots also cast by the real voter, either in person or by his or her own mail in ballot, and the alarms would go off. Hasn't happened.

In every post election examination the numbers are small but it is almost always Republicans trying to do the fraud and getting caught. Usually individuals but of all the election officials i have seen caught they were all Republicans.

So if these Trumpderps were smarter they would try and end the investigation of election fraud, in the same way they want to depower the IRS so rich people cannot get caught cheating on their taxes. Tightening up cheating only hurts Republican election chances.

On that I agree. Mail in balloting makes it possible that a sufficient number of fraudulent votes could be easily generated--say several thousand at most--to change the outcome of a close election. On that note,

I don't think they can require proof of citizenship. As long as they check the "U. S. Citizen box" they are registered unless the state has proof to the contrary. AZ passed a law requiring citizenship verification and the DOJ is suing because it is a violation of the Voting Rights Act.
