The continent’s richest city was built on gold, but it’s now defined by chaos, crime and corruption more than ever. It encapsulates the wider collapse of basic services across South Africa. From a broken railway network disrupting trade to archaic sanitation that triggered a recent cholera outbreak near the capital, Pretoria, parts of the country increasingly look like a failing state.

Services and maintenance are the most visible casualty. Then there are the rolling blackouts implemented by Eskom Holdings SOC Ltd.
The state-owned power utility, which has become a byword in recent years for South Africa’s troubles, has a fleet of coal-fired power stations that are old, poorly maintained and badly designed. The shutdowns are known locally as “loadshedding” and last for up to four and a half hours at a time.

Almost half of the population is unemployed and living in poverty. Nationwide, the jobless rate stands at 32.9%. Around 18 million people rely on some form of social aid, which makes the number of beneficiaries twice as many as registered taxpayers.

Meanwhile, crime has proliferated. The once flourishing central business district is an eyesore where derelict buildings are hijacked by criminal syndicates, forcing out major commercial operations from the area. For more petty criminals, in vogue are cables and metals that can be stolen from electricity substations and sold on the black market. Others just try to connect to the grid illegally.

Given that all of sub-Saharan Africa is impoverished, ruled by warlords, dictators, and thoroughly corrupt governments, along with such nations as Haiti, to give another example, I'd say it's due to more to race than any other factor. Some of it is likely due to past cultural factors like colonization as one can see that Spanish or Portuguese rule, in particular, was very detrimental to the development of nations that came out colonialism under their rule.

What makes Africa different is that the historically most of the continent isn’t divided by the geographical boundaries we know it as, but rather are historically broken down into hundreds of ethnic groups, some who never coexisted together. You take a century of subjugation under colonial rule, new geographical definitions the people are unaccustomed with, current outside influences, and any attempt at stability or competence is a challenge, going to take a generational change

Not at all true. The standard of living for black people in South Africa was the highest on the continent.

Europe was much the same way for much of its history, but it rose to prominence out of the wreckage of the Roman Empire, colonial rule if you will. I think the difference is / was that sub-Saharan Africa had a relative abundance of food, was temperate in climate where there were few hardships from that aspect, and the different ethnic groups were sufficiently isolated from one and another to prevent frequent wars over territory, all things Europe faced.

A society that has few hardships facing it, can provide food in sufficient quantity to its people, and has no serious external threats generally, almost always, languishes in development. There simply is no reason for it to seek technological or social advancement. The native american population was much the same way. In N. America these same conditions existed and the various tribes had little reason to develop beyond basic agrarian and hunter-gatherer societies.

In Middle and South America, the societies that did go further did so out of necessity to provide food that couldn't be obtained from nature alone, because of continuous tribal warfare, and conflicts over territory. There is a common, if not exact, pattern here.

I think your being too harsh brother TDAK. There are lots of forms of utility a modern state may have for its citizens. Take the Dream Team for example. That couldnt have existed without blacks. That gave a form of pride and national unity to the country. Entertainment is also utility. People cant live on work alone.

As long as you keep them from actual leadership roles and guide them properly they can play a role in modern society.

For how many years now has S. Africa had a Black majority run government? (Answer 1994)

That means that in 30 odd years, with Blacks running the country, they--according to you--have been unable to overturn the previous White Nationalist laws, or haven't wanted to, and are corrupt politicians. The later I can believe. The former is largely irrelevant. Black rule in S. Africa has provably shown itself to be as racist, corrupt, and grossly more incompetent than the previous White led government was.
