Too drawn out and complicated. You have to wait up to a couple of years to get a measure on a ballot, IF you can get the necessary signatures on petitions, all kinds of politics ads spouting one-sided versions of the facts, etc, etc, etc.
Just pass a law that says no transgender "girls/women" (boys/men who call themselves girls/women) can complete in girls/women's sports.
If any girl/woman, trans or otherwise, wants to compete in boys/men's sports and the teams are OK with it, no problem.
Obviously because women who were actually born as women don't carry an unfair genetic physical advantage over men the way men do over women.
All this crap was figured out eons ago, but thanks to the current gender confused Gen Z woke pansies, it's become a national exercise in absurdity.

And I don't agree with the concept of men competing against women in sports. In fact, the entire nation is now shifting its views on the sports issue only, while still agreeing that trans people should be afforded the same rights as all people.
When I coached 10-13 year olds in baseball/basketball, I had a girl on my teams because there were not girls teams.
