That conversation, captured by an audio recording, is likely to be a powerful piece of evidence to the extent that it undercuts Trump’s oft-repeated claims that he had declassified the documents he brought with him to Mar-a-Lago.

The mishandling of Classified documents does not require intent. Besides classified headers were intentionally removed from classified document. Comey just let her off but she was guilty as hell. Plus Comey overstepped his statutory authority. by deciding not to indict. That was the attorney general's job not the FBI's.

No, Comey is not the one who "let her off". Comey would be the one gathering evidence for a prosecutor who would make that decision. Comey simply knows he never had enough for a prosecutor to so much consider taking the case to a grand jury much less get a vote to indict.
