Well you can’t honor the debt if you have no money

What this statement is referring to is that Congress shall not ignore paying the debt just because they don’t want to

So if we raise the debt ceiling and give congress the money then they have to pay the people who the owe

So this whole statement refers to the situation after congress receives the funds

I agree it does not give the president power, it prohibits the Congress from failing to lift the “cap”.
