It was up to the Special Prosecutor, Durham who spent 4 years doing the deepest of witch hunt investigations to tell Garland he plans to file the following charges against the following people, and if Garland chooses to veto that decision Congress must be advised and given all the material on the charging decision for their review.

After 4 years Durham FOUND NOTHING to charge and no criminality. He disagrees with the process used, while others who did investigations, (Trumps IG) agreed with the process used. That is the sum total of Durham's report. Two different examiners saying they differ on process decisions, none of which are illegal.
