The IRS is a tax collecting agency. When they need protection, the local police or the FBI can protect them.

It does not mention 18 year olds or the weapons they can own (can they own machine guns?). More importantly it doesn't mention "an individual right" except for members of a "militia". It took the Supreme Court more than 200 years, in the Heller case, to find it.

It took about 50 years for the Supreme Court to say that there is no enumerated right in the Constitution to abortion.

The Founding Fathers had no such problem but it appears that Marty does...except for Gestapo IRS agents.

For those unfamiliar with "Heller vs. DC..." Does the Second Amendment allow owning guns for self-defense? In the 2008 landmark case District of Columbia v. Heller, the U.S. Supreme Court concluded that the Second Amendment includes the right of individuals to bear arms for self-defense.
