I don't think he's progressed that far yet. He's just a combination of utterly stupid and senile. That is, he was never the sharpest tool in the shed, but rather just a tool. But now on top of being stupid his senility makes it where he doesn't know what day it is or where he's at. Dementia results in angry outbursts and physically assaulting people.

Biden insulted people for decades that way. It's his way of compensating for his being a retard. He's long been a schoolyard bully who gets beatdown regularly because he's all hat, no cattle, so to speak.

This post actually describes Trump. He could no more expound on policy than a fence post. It’s big, it’s beautiful, it’s the best ever we’re as detailed as Trump ever got. It’s been verified by former staff and cabinet members, he didn’t care enough to be informed.
