The truth is revealed in a country like South Africa.
In modern- day South Africa, about 80.4 % of the population are Black African (Negro).
The average IQ of South Africa is about 70 points. This figure is not controversial because it has been confirmed and re-confirmed by so many scientific studies that have been published in the relevant, peer-reviewed literature , reputable literature it is now accepted as a fact - even by the hare-brained political left.
These two facts are objective and incontrovertible. Many people in America on the left of politics, continually criticise the validity of IQ testing. Ironically, it is America that has the most experience of any country in the science of IQ assessment. The US has well over 100 years experience chalked up in the science of intelligence testing. It began with America's entry into the first world war. The Army need a, quick effective and accurate was to staff it Officer Corps. Officer, of course were often in charge of large numbers of combat troops. They needed to be effective: planners; rational decision-makers; competent problem-solvers; capable of maintaining rational self-control/ self discipline in extremely emotionally-charged situations (i.e. keep a "cool", rational/logical head when all hell is breaking loose around them on a field of battle) - countless lives depended on it .
So the US Army used intelligence tests (modelled off the early IQ tests, like the "Stanford Binet" test, that had been developed in the late 19th century) as an important part of its Officer Corps selection process. The First World War began in 1914, and the US Army continued to invest heavily the development of accurate intelligence testing instruments - like IQ tests. It's not difficult to understand why. Over the years to date, since the early 20th century, the weapons and machinery of war have become evermore technologically - sophisticated, complex, destructive, lethal and expensive; it is imperative that the US Military personnel placed in charge of these weapons and, of course, the lives of US troops on the ground in "hot" theatres of war are NOT morons, or even persons of average intelligence. Rather, they will need to have higher-then- average intelligence, to compliment the huger-then-average responsibilities and duties that they have been given.
The US Military is always hungry to enlist new recruits. Persons applying to joint the US Armed Forces (Army, Navy, Air-Force, etc) must sit an IQ test. The Military has a name for this test that I cannot recall at present, but it is absolutely an intelligence or, if you like IQ test, exactly like a Welscher IQ test, the Stanford Binet IQ tests or the Raven's Matrices" IQ tests that are used every day in the civilian population. The US Military will not accept any person into the Armed Forces who scores below *# points - that is, anyone whose IQ is determined (by their intelligence test) to be below 83 points.
This is remarkable when you think about it. First ly, they US Military are always extremely keen to enlist new recruits, so they would only reject new applicants for the Army, Navy, etc if they felt they absolutely HAD TO. Also consider...the US Military is a HUGE organisation containing a massive numbere of persons and just about every form of employment you can imagine from menial, manual work (i.e. "shovelling shit"; pardon the French)), like being a basic cook or a cleaner, to work in middle management, administrative-type jobs in the Military's own bureaucrasies, to weapons designers, to individuals who work in military intelligence, to men/women who fly the most sophisticated fighter-jet aircraft. THE BOTTOM LINE IS THAT THE US MILITARY HAS NOTHING IT BELIEVES YOU CAN DO NO KIND OR WORK IT CAN TRUST YOU TO PERFORM - NOTHING - IF YOUR IQ IS BELOW 83 POINTS When you take into consideration here the fact that the American Military really knows their "shit" when it comes to measuring intelligence because they've been actively researching and developing things like how to contruct reliabe/accurate IQ tests since well before 1914, and that again, just by dint of sheer experience, have an expert understanding of what kinds of skills correlate to different IQ scores.
Moving from the US Military now, to life in Western societies in general, it has been found though countless research studies that, generally speaking - individuals with higher IQ have better life outcomes than individuals with lower IQ. Note, I said, "generally speaking", that is an American adult who has a higher IQ (let's say an IQ score between 100 points-130 points) will tend to do better in: theier education (school, college/university); occupation; interpersonal (e.g. marriage/family) relationships and broader social relationships; they will also tend to be better off off financially, they will tend to have better health over the course of their life and live longer than persons who have materially lower IQ scores (by lower, lets say 70 points to 90 points).
OK, so now lets go back to South Africa. In South Africa the average IQ score is 70 points. This is regarded as particularly low BY WESTERN (AMERICAN/ENGLISH/AUSTRALIAN) standards There is an American manual of psychiatry called the DSM ("Diagnostic and Statistical Manual) which is like the official "Bible of Psychiatry" The DSM is famous and is used throughout the West to set the official ( especially in America) criteria for the diagnosis of Mental Disorders like : Major Depression; Anti-Social Personality Disorder, Bipolar Disorder, Generalised Anxiety Disorder, and so on. When members of this form insult each other with terms like: Libtard or retard, , they are being critical of their targets lack of intelligence (or stupidity). These slang insult were actually derived from a past edition of the DSM. In this edition of the DSM was included the diagnosis: "MENTAL RETARDARDATION".
In this past edition of the DSM, it was stated that any individual with a measured IQ score of 70 points or less, was Mentally Retarded. So, an IQ of 70 points was the threshold for diagnosing (official) Mental Retardation. I cannot remember the exact cut offs in this older edition of the DSM, but an IQ score between 70 points and 50 points was referred to as MILD RETARDATION; a score between 50 points and 25 points was referred to as MODERATE RETARDATION and an IQ score below 25 points was diagnosed as PROFOUND RETARDATION (profound retardation refers to those adults you may have seen who are alive but can not speak, they can only grunt/make animal noises, often they are drooling, they either cannot really move their arms and legs, or can only do so is a disorganised, spasmodic manner, their eyes are dull and zombie-like or rolling around in random motion, they are incontinent usually and cannot feed themselves - thats what an IQ score of below 25 looks like. the diagnosis of MODERATE RETARDATION i.e. 25 points to 50 points would apply to an adult with a quite severe case of Down Syndrome. As for MILD RETARDATION, an IQ score of 70points or below means that the individual has effectively no capacity for competent SELF- REGULATION (aka SELF-CONTROL0) Which I'll explain below. In America when teenagers began using the term "retard" as slang to insult each other, the DSM realised that it could no longer use the diagnosis "MENTAL RETARDATION" in its latest (2013) edition because doing so would be "politically incorrect." So what was known as "MENTAL RETARDATION" has been renamed as "INTELLECTUAL DEFICIENCY DISORDER". Also, in the current DSM the use of IQ scores has been down-played; mild intellectual deficiency (reardation) still cites the 70 point IQ score threashold, but it something of a "footnote" given the emphasis on non-quantitative diagnotic criteria. This again is an example of the influence" political correctness" in late 20th and 21st century American society. That is to have a measured IQ score of, say, 65 points means that you definitely are, in medical/psychiatric terms "mentally "retarded". But in the politically correct world, you are not allowed to say to an individual (or their family) look Bob has an IQ Score of 65 and that means he's mentally retarded, and that means that he will pretty much be unable to do X,Y and Z during his life. In the politically - correct culture of America, someone like Bob cannot be told the unpleasnt, harsh truth of their condition. What happens instead is that "Bob" ends up as a "Special Needs" student at your college - and in your tutorial group there, wasting everyones time and money and eroding the quality of your own educational experience (Sometimes's Bob's parents will insist that because his behaviour is abnormal, he is actually "gifted and talented" - this is how people like AOC get into Congress

Genetic scientist who investigate intelligence today are now at the stage where they are able to identify individual genes in human DNA that are directly involved in determining intelligence. Identifying all of these genes is slow, painstaking work, but remarkable progress has been made. Studies by the England-based researcher and author Robert Plomin, are just one exciting example.
Rather than concentrate on the genetic research into human intelligence that is takeing place right now, we ge can get a very good idea of what proportion of human intelligence is determined by genetics and what proportion by the environment by looking at looking at heritabily (behaviour gentics and twin studies) studies that are already published.
The term "heritabily studies", refers to studies that investigate the relative importance of genetics and environment for variation of IQ (Intelligence Quotient) within a population and in a specific environment. Estimates in the academic research of the heritability of IQ have varied from 0.5 to 0.9. In 1996, The American Psychological Association (APA) gave about 0.45 for children and about 0.8 during and after adolescence. In 2004 a meta-analysis of reports in "Current Directions in Psychological Studies" gave the overall estimate of 0.85 for 18 years and older. Even that vile leftist rag, "The New York Times" has listed about 0.75 as a figure held by the majority of studies.
So, it seems to me, we can say with confidence that while genetic and environmental factors both play a role in determining IQ. GENETIC FACTORS ARE, BY FAR, MORE INFLUENTIAL, with a conservative estimate of heritability being about 0.8 in adults. That in adults, IQ is AT LEAST 80% determined by genetic factors.
This is why, "The Democratic Republic of South Africa is a bigger "shit-hole" today than it ever was during the Apartheid era of While Rule. South Africa is in this state because the native Blacks are unable to manage themselves because the average IQ of the country is only 70 points. Remember, that in America this is currently the official the threshold for what used to be termed "mental retardation". Furthermore, because it looks very much as though Intelligence Quotient is (at least) 80% genetic, there nothing that can be done to fix the problem. Things will NOT get better if Western countries throw money at the problem; it will not lift the average IQ of the population. Some Black, South Africans (negros) even admit now that they were better off (generally speaking) under Apartheid. That is probably true, even though Apartheid was quite a harsh racist government. The point is that the Afrikaners (Boers) who formed the White Government and introduced segregation, etc, at lead had sufficient intelligence to govern in a way that there was not all-out, bloody chaos, misery, suffering and death throughout the country. The only chance South Africa has of improving its status from "Shocking - Shithole" to reasonably livable nation would be some form of White Paternalism. I mean that if possible the reins of government and the federal bureaucracies in South Africa should be handed to White (European) Westerners suitably educated, trained and experienced in the art/science of government.
