My computer wouldn't let me read your link, Walt, though I note the topic was "Prostitution in Australia." I can only tell you about how prostitution is organised in my own state, which is Queensland. So if you're interested, here how it works...
In Australia, different states have different laws for regulating prostitution, (sex work).
Because prostitution is one of the oldest professions in human history, there will always be a strong and steady demand for prostitutes - the overwhelming proportion of this demand will always be driven by males wanting to purchase sexual services from females (chiefly "Blow - Jobs" and straight (penetrative sex).
In my state (Queensland) prostitution is legal, though it is very tightly regulated.
For example, if you want to pay for sex,- say you are a male and you wan to pay for a "Blow-Job" straight ("Vanilla") sex with a female prostitute - you can go to registered brothel. The brothels are privately-owned busninesses, and have names like: "The Viper Room", "Platinum 175"; "26 Angel", etc. however they are all regulated under the same law and are all required to operate in accordance with this law.
The brothels, themselves, are simply buildings which are all internally organised using much the same basic model. Immediately behind the main entrance to the brothel is a largish foyer with discrete seating for the clients. At the top end of the foyer two or three "administrative" staff are seated behind computers which sitting atop a longish counter. When a client enters the brothel, he checks in with one of the administrative staff. Would-be clients who arrive at a brothel conspicuously intoxicated on alcohol or some other drug are quickly escorted from the premises by the Security personnel likewise persons who arrive displaying offensive, aggressive or otherwise unacceptable antisocial behavior/s.The vetted client is then seated in one of the discretely empanelled lounge chairs in the foyer. Next, each of the available prostitutes walk into the foyer and briefly introduce themselves one-by-one to the new client. This is so the client can examine the girls and decide which one best matches his taste in women. Because each man is a unique individual, he will have unique erotic and aesthic ideals when it comes to what kind of women turn him on." If we look at middle-class suburbia in England during Queen Victoria's reign in the second half of the 19 th-century; we would see married parents investing much emotional energy in bringing up their children according to the precepts of Judeo-Christian morality and inculcating such values as thrift, the virtues of hard work, prudence, moderation; the importance of good manners and courtesy, the dangers of licentious behaviour. If you read about the middle-class suburbs in America in the 1950s, the basics of life there were still much the same as they would have been in the middle class suburbs of , say, the City of Manchester in England in 1848; ( ditto American middle-class suburbia the late 1960s to mild 1970s, if you don't believe me , try watching a few episodes of "The Brady Bunch." If example, if a client has paid to have straight, "Vanilla" sex with a female prostitute, in most registered brothels, that would mean he gets ONE fuck for his money. Some male clients, however, made decides they want to screw the girl again, and if the girl says, "No, you can't", they may force themselves upon the female sex worker, using their strength to overpower her struggles, before pinning her to the bed and penetrating her. This is rape, of course, and in a registered brothel, if the sex worker who was raped, chose to report the incident to brothel's registered administrator/s, the police would be called immediately to investigate the complaint. (Likewise if a "John" paid for straight sex with a female prostitute, but when he was with her in her room, he forcefully poked his "peenie" up girl's "wrong 'un" and kept doing it despite her piercing shrieks of (painful) disapprobation. When she was eventually able to activate the "panic button", the in-House security (who are armed) would hold the client on the premesis until the police arrived to investigate the complaint.
So that is how legalised prostitution operates in my state. It goes without saying that there are also many prostitutes who operate illegally.
I think Manhattan DA Alvin Bragg's policy of not prosecuting sex-workers, like street prostitutes or prostitutes operating out of hotel rooms, etc is foolish. This is because he is effectively legalising prostitution (the provision of any sexual service in exchange for a fee) without making any concurrent efforts to regulate it. When Bragg decriminalised sex work, it would surely have encouraged more women (and men) to begin prostitute themselves despite the risks to their personal health and safety. Decriminalising sex work without at the same time, acting to regulate the industry mean, in short, that being a sex worker/prostitute in Manhattan will be be a very dangerous "occupation". Sex workers will now be even more vulnerable to crimes like: violent assault; stabbings; gun-shot injuries/ murder; rape; forced sodomy; torture; infection with STDs, abduction, and so on.

Exactly, Bragg's has made misdemeanors prostitution a lower priority. Felony prostitution is still the same priority.
The question of prostitution is very complex. I am neither for absolute criminalization nor absolute legalization. I can certainly understand both positions.
