You are wrong. While the state cannot deny access to an education, they can require proof of residence and citizenship.

If you werent such an imbecile, you might just read what was posted for you. Nowhere does it say, nowhere, that proof of citizenship is required. Residence requirements are needed to show a student lives in the school district. I would recommend that you boss fires the idiots who post this garbage in your name,

What it doesn't say is that requiring proof of citizenship is prohibited. The only thing the law states is that children of illegals have a right to access of education. That doesn't preclude requirements like proof of residency, proof of citizenship, etc., only that those cannot be used to deny access to education.

The SC is not allowed to write laws. The constitution says "All legislative powers herein granted shall be vested in a congress of the united states."

The U. S. Constitution gives states the authority to set voting qualifications. That trumps any federal law.

Congress passed a law in the 1990s requiring citizenship for federal elections, but several local jurisdictions allow non-citizens to vote (not necessarily illegals).
