I doubt that you'd confuse federal laws with state laws. Scotland, or any other country in the United Kingdom, has no mandate to call a referendum. It may only be sanctioned by the UK parliament.
 
Both Sturgeon and Ahern in New Zealand were brilliant female leaders but each has succumbed to the pressures of the job.
