My suspicion is that the company doesn't have the means to do it internally. That is, they have little or no track maintenance department and equipment. This would be due to the small size of the line. After all, once they fixed all their track, they'd have to let most of the track maintenance crews go and sell off the equipment because it wasn't being used much after that point.

They got $4.1 million from it and according to posters on that last video, they've finished 10 miles of the 58 they acquired. They also have cleaned up their locomotives and some of the freight cars apparently to present a better image.

I can't believe that I can't find a thread about East Palestine. The EPA is saying " nothing to see here" while livestock, fish, frogs are dying in the river...

AT 14:35 in the longer, last video I posted you can see piles of rails and ties alongside the repaired track which is clearly smooth and you can tell the bed has been re-ballasted (the light grey gravel) because it is uniform in color and doesn't have plant growth in it. So, Pioneer is clearly fixing this line up.
 
You could not pay an engineer to take a train down that line. It is likely fake. However, this episode should make even Trumpys understand the importance of regulations making trains and tracks safer. Regulations are the people's friends. They protect us from the power of corporations and the wealthy. We need them.
