I actually got certified on most of this about a decade or so ago. The problem I always saw in training scenarios is that the decision makers and such were often poorly qualified to be the ones making the decisions. There was also a strong tendency to defer decisions rather than take action.
These same people say that Jordan Peterson is an idiot who has no idea what he is talking about, so we can be sure these are not people who are worth our time.

That is largely a matter of the condition of the rails and other infrastructure themselves. Unlike the highway system, the rail system in America is largely privately owned by the railroad companies.
