It's a lie by omission of sorts.

"I will not raise taxes on anyone making less than $400,000 a year." He's stated that angerly and categorically on numerous occasions. He has also stated that the extra 87,000 IRS agents wouldn't go after Joe Average Guy.

Seems Joke is now going to unleash the IRS on people making tips to wring out a few more tax dollars out of working stiffs. What the proposal calls for is greater scrutiny of 1099's cross checking bank account balances and deposits against what is claimed on employer and 1099 forms by a taxpayer.

To do that, those 87,000 new agents are coming after you and me, not the rich.

Let's start with his "created 12 million jobs..." lie.

Of that, about a bit over 9 million were simply jobs that returned after the lockdowns ended. They weren't "new" or "created" but rather jobs that returned to the economy that existed previously. That means he could really only claim, at most, about 3 million jobs created. Lie or exaggeration, it's still a false claim.

“Inflation has been a global problem..."

This is really shifting blame. Biden and his administration have tried to bring inflation down, unsuccessfully, and very likely have contributed to it's continued like half-century highs. Again, it's lying to avoid taking blame.

“Instead of making the wealthy pay their fair share, some Republicans want Medicare and Social Security to sunset every five years.”

That one got a massive negative reaction from Republicans. As I've shown before, what Biden is doing here is making a version of a continuum fallacy where he takes comments from a couple of obscure Republicans who have zero hope of implementing some sort of plan as he suggests, then smearing the entire Republican party with that lie.

The whole of that statement is basically trying to score propaganda points using a repeated lie rather than being honest about it. Oh, don't try to weasel him out of that saying he included the word "some" in that statement. Of course he did. That's his weasel word to try to avoid blame for the lie should he be called on it. It isn't honest to claim a couple of grains of sand picked out of a pile of sand represent the pile of sand as a whole. That's the continuum fallacy or reverse Sorites Paradox.
