They assign staff to read the important parts. They also were involved in the discussions that created the bill. They were on committees that created it. They also talked to fellow politicians who were on other committees and are familiar with other parts.

You have to actually be looking for a job to be considered unemployed. The labor participation rate is low. That is a bad thing.
