I do not know who put them there. Legal responsibility requires evidence of knowledge the illegal items were in your possession.

Like having the documents in your desk drawer, next to your passports when planning an overseas trip in the coming days.

The reason Trump was raided is that he had no intention of returning classified documents that he stole. It was the only way to get back the people's property. Biden returned them when they were found. They were sitting around for several years. He did not know they were there. The record-keeping and tagging will get improved after this incident. But improving that will not protect them from a president using his powers for wholesale theft.
