Jefferson was expressing a 18th century vision of natural law.

The rest of that declaration says that all men are endowed by their creator with certain natural rights, which include life, liberty, and the pursuit of happiness.

So I think equality was meant by Jefferson in the enlightenment sense that everyone had a right to live, a right to liberty, and a right to pursue a flourishing life.


It didn't mean everyone had the same political, social, or economic rights.
