Maybe he can pardon himself for the classified documents he stole when he was and ex VP. Biden can certainly declassify the document now but he cannot do it retroactively unless Area 51 has a time machine.

The Archives begged Trump for over a year for the documents they found missing from the records

Trump lied about them in legally filed documents of the court


Then they raided him due to his lying

Wow, what an amazing understanding you have. You assume Biden knew he had classified documents. You do not know that.
Trump did not declassify them. You cannot just click your golf shows together 3 times and declare them declassified. There is a bureaucratic process involved. Those who work with those documents have to be notified. Can you understand why that is needed? Trump told nobody anything was declassified, therefore they were not. They were treated as they were before his lie about classification.
Perhaps Biden clicked his heels together and all those docs were not classified. You have made it clear that you believe something as stupid as that.

By this point I'm sure DJT has sold all the secrets he needed to sell to make some quick cash. That's probably why there are some folders that are empty. I simply assume he sold nuclear secrets to Vlad and maybe even Kim Jong Un. They would probably pay top dollar and Donald always likes money and Trump University showed us he's not above theft.

There is no official legal process that a President must follow to declassify a document.
 
He appointed a guy trump promoted to do the initial investigation


That guy did all he could to see it as a Biden Crime


Then recommended a criminal investigation


Then immediately says he’s leaving government service



So he doesn’t have to face the Durham like embarrassment of it being all bullshit



So another trump appointee is placed in charge of that recommended investigation

That guy can now do the investigation and not be embarrassed when it’s a nothingburger
