Trump didn't "take" money from the DoD, he shifted money from one program to another. That is done all the time. The money isn't the DoD's, it's the government's and Trump as the Chief Executive has the legal right to shift monies between programs in many cases.

Most funding is not even mulit-year. That means when the end of the fiscal year is drawing close program managers and their budget analysts start finding ways to spend all remaining funds before the end of that year or those funds could be removed and used up in the next fiscal year any way the top executives (eg., the President, cabinet members, and SES employees) deem fit.

The rightys will never learn how the system works, The house did not and cannot enact any of those. The Senate has to pass them, then the president has to sign them. He has the power of veto. The Trumpys got those things in their imaginations. They can terrorize the Repubs in the house at will for the next 2 years. That is what they got.
