Actually it's more of a permission thing. If a student receives permission to take pictures/videos of their teacher, it would be okay.

I heard a woman saying they had a picture of him at a little girl's dance recital sitting up front watching and the parent that took the pictures said he didn't have a family member in the recital. It sounds like he is getting a sexual gratification dressing like that.
