If this guy was just a regular thief it wouldn't rise to the level. of them noticing. They are simply OBSESSED on the person's gender.

The real issue here is that clearly most of them kinda get a little excited. They see a dude with a 'stache and wearing a dress and they think maybe they'd like to be with him. Some of them probably envy his lifestyle. But they know that their buddies at the Elks Club would look askance at them if they were outed as genderqueer.
