Dude, you're free to believe shooting a substation precisely enough to take out power in a county is exactly the same as a kid shooting a transformer.

I had a service contract with a power company in the NW for about 20 years. All facilities were either live-guarded or under video surveillance 24/7. Everything was gated, I was granted a tour of their control rooms as a courtesy. All were very aware that they might be the target of a terrorist attack. They had "false alarms' constantly. What happened in NC could not have happened there.
