If they use tunnels for large scale human smuggling they get rapidly discovered. The fence has cameras on it and it slows old people, women and children. If climbers go over they are detected by cameras and sensors. People that are granted visas are vetted people illegally crossing the southern borders aren't. Many of the got aways elude the CBP because they have criminal records. We can drastically slow the illegal crossing if we complete the walls where people cross. We don't need to build it in the desert or in the mountains where large scale crossing is impractical. Sensors and interdiction is all that is needed in those areas. We will never get to zero crossing but we can drastically reduce illegal crossings.
