I don't think it's that hot of a topic.

Hitler was in charge. He had the power to order the genocide. At any given time he had the power to rescind that order but chose not to.

Whether or not to follow those orders fell to the individuals involved, but in a world where we choose a small number of people to direct and organize a large number of people, both in business and in governance, the responsibility of decision making falls at the feet of those at the top.
