I doubt they are going to ban Twitter from the app stores, especially because there are literally thousands of different Twitter compatible apps out there...
But here is the question, can Musk create a new cell phone quickly? Obviously the claims he personally can do anything is nonsense, but can he get the staff together to build the software and hardware for a new smart cell phone.
With time and money, I suppose he can do anything. It would normally take a few years, and cost tens of billions. It would be more difficult for Musk, because he has been an asshole to so many computer engineers. There is an asshole tax they are going to charge him, and he will have to settle for less competent people.
I get the feeling he has reached the outer limit of money people are willing to invest in him, so he would have to come up with the money himself.
In the end, this could suck up all Musk's fortune, and leave him with a smart phone to compete with the established smart phones. So how would that smart phone sell?
The strength of Android and iPhone is they have a large app ecosystem. "Musk Phones" would not. People would have to spend several thousand dollars on a smart phone that does nothing outside Musk's "Everything" app. Customers would have to pay extra to become Musk's slaves.
Why does "quickly" matter? At this point I doubt building a phone is a difficult process.
