The difference is the deliberate building beneath sea level in the path of danger, it's almost begging the universe to smite the people who live there. Deliberately increasing the risk isn't very smart.
It wasn't a smart place to build in the first place.
But the history of Nawlins is worth saving. From the distinct culture and the amazing architecture to the history and flavor of the city, you could not relocate it.
Our gov't wastes so much on things that are of little value, spending some on the levees and pumps is a minor thing. Katrina was unique in her power and the fact that she made a direct hit on the city. There was no stopping the bitch. But abandoning such a remarkable city due to one event is not an option in my opinion.
