I would say like it is done in other nations.

1. Don't enter the store if you don't intend to buy anything. That is, you can't or shouldn't come in if you are not buying something. For those who lie and come in anyway, you have facial recognition software or the like to check customers at the door. You didn't follow the rules last time, you can't enter this time.

2. For high theft areas use a double locking foyer. If you shoplift, you are stuck in the store. If you try to come in and are on the "No entry" list, you are denied entry.

3. You must go through a checkout line to leave the store. That is, you buy what you came for, and are allowed to leave peacefully.

That isn't racist, it's protecting the store and its goods from theft.

Not really practical. How do you know you are actually going to buy something? I've gone into stores and found they didn't have the product I wanted and walked out again. Nothing illegal about that!

If that's the case, you ask a store clerk for help with finding it and if it is out of stock, they apologize, and you leave.
