The example just goes to support what the law actually says.

The law says that genital inspections are required in order to resolve a dispute.

So if there are no disputes and no inspections, why are both addressed in the law?

You just don't want to accept it because accepting it means that people will use the law maliciously because that is how the law was designed and that is its purpose.
