Doubtful. Mainly because the Russian military leadership knows a nuclear war is suicide. It's not called Mutually Assured Destruction for nothing.

Also consider that the Oligarchs will lose everything if there is a nuclear war. There are no winners in such an event. Ergo, both the Oligarchs and Russian military leadership would be against a nuclear war.

What would you do if you were the only armed guard in a room and your leader ordered a nuclear strike? You know that if that order is carried out that your entire family and all your friends would suffer, if not die. That your entire nation would suffer and possibly kill most of the human race?

We know North Korea has nukes because they have recently blown some up and North Korea barely has food.

What percent of their nukes work? Are any weaponized? We know that some of their nuclear tests did not work. It is easier to make a nuke work in test conditions.

Again, I would not bet my life that North Korea does not have working nuclear weapons, but you would have to be a fool to bet your life that they do have working nuclear weapons.
