I'm guessing you have ZERO clue about California water rights and water allocations or the politics involved or the relative impact of water limits on minorities.
Actually, California follows the same basic rules most Western states do. Your right to take ground water is based on whether you can drill a well on your property or not. Ground water consumption is generally not controlled if you have that right. So, the amount you can pump is limited mostly by how much you can afford to drill and pump. That is, a deeper well costs more to drill and pumping more water costs more in terms of electricity.
The persons that get priority are the original water rights holders and there's a pecking order from there.
If you can't drill and pump then you are generally locked into getting water from canal systems and other surface water. That is controlled by the state and you are at their mercy as to allotments. The government can at a whim change your allotment or redistribute it to others. Thus, one year you are a large say almond grower with orchards that have been in place for a century, the next, the government takes your water allotment hands it to someone else and you have a firewood sale, unload your acreage to a developer who puts a subdivision on it.
In California you don't even have the right to collect rainwater on your property other than in limited cases for personal, non-agricultural, use. You have to let the water runoff.
Arizona is much the same way but rainwater collection is allowed (intelligently) here. Colorado river water allotments were changed by the federal government (Obama administration) to favor native Americans more. What you saw following that is independent and small farmers getting fucked in their allotments while agri-business just leased land from the Indians who are too fucking lazy to do anything requiring actual work, and these big corporations just went on farming. Previous leased land became suburbs and warehouses.
The other angle would be groups like the Saudis and Chinese. They come in subsidized by their government and drill two-thousand-foot-deep wells and then pump the living shit out of ground water. The result is all the smaller farmers who can't afford to drill deep have their wells go dry and the government isn't giving them shit for surface water. So, they end up going bankrupt or selling off their land--to the Saudis or Chinese--and retiring.
Leftist government fucks the little guy in favor of big corporations that have deep pockets and give big campaign contributions. If government played on a level field and paid attention to these things rather than favoring those that are willing to create a state-corporate collusion (aka fascism) a lot of these problems wouldn't be occurring. California is thoroughly fucked because they have a thoroughly fascist government running the state.
