No, Trump can't declassify something just by "thinking about it." He can declassify something--anything--by executive order.

For example, on a military history project I'm currently working on, I got copies of a History of Holloman Air Development Center in multiple reports from roughly 1946 to 1958. These were all originally classified as Secret. They were declassified by a presidential executive order and that is printed on each page "This page is declassified IAW EO 13526."

So, yes, a President can unilaterally declassify something but it has to be in writing.

Oh, as a humorous aside, I've held these up at a writer's group I attend and have said I got them via Donald Trump from his basement at Mar-a-Lago... :awesome:

It does not require an executive order to declassify. All a President need do is make it public or speak in public about it. ;)
