When I was at DP I talked a fair amount about how PR hurricane death counts keep getting inflated, and I am pretty sure that talked some about some representative cases, which were flat out lying on par with how more than a few times people who died in traffic accidents with COVID were listed as COVID deaths to jack up the numbers.
The "Save the Planet" types have strong motivation to jack up the numbers here.

Portions of Fort Myers are under up to 4 feet of water, the city said late Wednesday night, and residents are being told to stay inside as first responders try and assess the damage from Hurricane Ian.
"We need to ensure that the roads are clear so that our first responders and our assistance crews can go out there and help everyone that needs us," the city wrote on Twitter. "PLEASE, please, please stay inside."
