If there isn't a process for a President to declassify there is one for showing he did it. A letter to the Defense Department letting it know you've declassified its most sensitive top secrets and are now free to include them in your Christmas cards would suffice, wouldn't it? Absent notice of some kind the fair presumption is the documents remain classified. The courts will find Trump's thinking is for la la land, like that of his sheep at this forum.

The court says nothing about the President's power to declassify. It doesn't restrict it and it doesn't say it is without restriction.

Presidents are free to change or revoke EOs since it is the prerogative of the executive. If they don't change it then they should be bound by it.
What specific EO do you think Biden is not following when it comes to the border?

In a sense, s/he (the POTUS) actually can. You will need to read: US Constitution- Act II Section (2).

The President of the United States possess an INHERENT right/privilege, as Commander - in - Chief, to declassify any Presidential record, government document whenever and wherever he likes and independently of permission from Congress or any statue or bureaucratic regulation. He doesn't need to ask ANYONE for permission to declassify government document (including those labelled: "Sensitive", "Top Secret", etc.) It's as simple as that.
