Bank Fraud's a crime. The "party harmed" is a bank.

The party harmed area also all taxing authorities trump cheated by deflating his property values for tax purposes.

If you think you can get 100x your home value by inflating it 100 times go for it. I hear prison food's pretty bad, though.

Only if it is demonstrated that the bank suffered a loss as a result. If you lie to a bank or car dealer, etc., and get a loan, it only matters if those people take a loss as a result. If you get the loan and pay it off, it doesn't matter and a third party can't raise a civil suit over it in any case. That's how it works in civil suits. Somebody had to be harmed by the outcome.
