The court didn't claim a right to decide what is classified. It said 1) Trump presented no evidence he declassified the documents and 2) more important, it doesn't matter whether they are classified or not. The issue is whether they are personal documents that are now the property of Donald Trump or government documents that are not Trump's property. The court held that the documents "belong to the people" and the government, not Trump, is the appointed custodian of them for the people.
